Housing Development & Affordability
Westford must balance the need for affordable, diverse housing with a thoughtful approach that responds to real-time demographic trends. Our town has experienced significant growth in the past, but recent projects from the Housing Production Plan (HPP) indicate that population growth may taper – and even reverse – in the coming decades. This evolving context means that while we need to expand housing options, we must do so in a way that avoids overdevelopment.
2. MBTA Communities Zoning Law Compliance
Westford must comply with the MBTA Communities law by designating a zoning district for multi-family housing. The Planning Board’s 2024 proposal allows a 530-unit development on 37 Powers Road without special permits, the largest project in MA.
I'd propose phased Approach with greater community engagement, including impact assessments, incremental implementation strategy, and infrastructure-based study to confirm sustainability.
3. Community Engagement and Transparency
Residents must feel heard in planning decisions affecting their neighborhoods. I'd propose taking a data-driven approach based on the changing economic climate to ensure effective outreach and transparency.
